CHAPTER TWO

PRE-PROPOSAL ACTIVITIES

2.1 Finding Sources of Project Funding

The Office of Grants Management has a number of resources available to provide information on potential sources of project funding. Among them are:

PROGRAM ANNOUNCEMENTS AND FORMS

Copies of program and announcements and forms can be obtained from the Office of Grants Management, Room 400L.

GENIUS/SMARTS

GENIUS/SMARTS is a comprehensive database developed by InfoEd International, Inc. GENIUS, Global Expertise Network for Industry, Universities, and Scholars, is a global-web-based network and database of scientific and scholarly expertise. GENIUS contains primary source profiles of scholars and researchers at leading universities and research institutions through the world, including those at the Health Science Center. SMARTS, SPIN Matching and Research Transmittal System, provides faculty with a comprehensive, targeted electronic link to comprehensive current U.S. federal and non-federal as well as international research funding information. Faculty and other scholars at the Health Science Center may submit their information to GENUIS through a website located by first accessing the Grants Management webpage at http://research.uthscsa.edu/osp/. By registering and entering certain data, including research interests and keywords, SMARTS will automatically transmit funding opportunity information to the individual's e-mail address.

SPIN

The Sponsored Programs Information Network (SPIN) is a computer database containing current, detailed information about thousands of government and private funding opportunities. SPIN searches can be accessed either through the Grants Management Funding Information Specialist or directly at the Grants Management webpage at http://research.uthscsa.edu/osp/.

Grants Management Web Site

The Grants Management website provides extensive links to funding information, agencies, and programs. The site is found at: http://research.uthscsa.edu/osp/. Government, non-federal and private agency links can be found at the Funding Information and Resources section. The Application and Proposal Submission Deadlines contains listings of deadlines both by funding agency and chronologically. The Grants Management website is continually updated to better inform the Health Science Center community of available funding.

Grants Management ListServ

In order to more effectively disseminate information in a timely fashion, Grants Management has initiated two electronic mailing lists which are targeted at Health Science Center faculty and administrators. Both are traditional ListServs, whereby a message sent to the ListServ address is broadcast to the subscribers on the list. Signup instructions can be found at the Grants Management Web Site at http://research.uthscsa.edu/osp/listserv.htm.

2.2 Student Support and Fellowships

Students seeking funding information should first check with their department and the following offices:

Office of Financial Aid

The Office of Financial Aid offers financial aid advising and processes loans and awards, scholarship and grants.

Associate Deans

Each of the Health Science Center Schools has designated Associate Deans for Students or Student Affairs who can provide information to students in their schools about available student support and fellowships. In addition, the Office of Grants Management has some limited information regarding graduate student fellowships. Graduate students may also avail themselves of the electronic information available through the Grants Management Web Site.

2.3 Limited Proposal Submissions

Some programs contain restrictions that limit the number of applications per institution. The Health Science Center has institutional policies in place for selecting nominees/candidates for these programs and vests administrative support responsibility for these restricted-submission programs in the Office of Grants Management. The Vice President for Institutional Effectiveness and Planning manages the candidate selection process for limited submission programs from more than one School. A Limited Proposal Submission Matrix lists the most common limited submission programs, their limits, and the nomination/selection process and is available on the Grants Management website at http://research.uthscsa.edu/osp/.

2.4 Institutional Grant Programs

There are a number of grant programs funded internally through the Health Science Center. These include the Institutional Research Grants (IRG) program, HETCAT funding, Howard Hughes Medical Research Resources Program, Children's Cancer Center grants and others. Information on these programs is generally available in Grants Management and from the Grants Management website: .
