398 Application Instructions, Forms, Additional Notices and Information for
Preparing an NIH Grant Application. The PHS 398 is used primarily by the
NIH to apply for All new, competing, revised, and supplemental grants, regardless
of funding mechanism (with the exception of the Individual National Research
Service Award training grants). The PHS 398 is also widely used, in whole and
part, by other federal and private agencies as well.
The notices included on this page are important in preparing a proposal.
Information is updated and notices are revised periodically; therefore, it
is essential that applicants review the additional information before preparing
an application for any items or issues that could affect the acceptance and
review of his/her application.

Budget Info.
- Budget Development

- HSC Procedures for Modular
Grant Applications Use the modular
grant format for proposals requesting direct costs of $250,000
or less or when the modular grant format is required by a
particular RFA.
- NIH Salary Cap. The current salary
cap is $191,300;
however, NIH reminds us that actual salaries should be used
in the proposal budget and NIH will make the appropriate
changes with regards to Salary Cap at time of award. It
should be noted that if the salary cap is used as the base
salary rather than the institutional salary and the salary
cap is raised the PI will not benefit from the salary increase.

- Inflation rate. NIH allows for a yearly maximum inflation
rate of 3%.
- Capital Equipment. The HSC equipment capitalization
threshold is $5,000. This means that each
item of equipment that costs less than $5,000 should be shown
in the materials and supplies line of your budgets and that
you will need to include them in your calculation of F&A
(indirect) costs.

Humans and Animals as Research Subjects

at proposal time.

- While IRB approval is not needed at NIH proposal
submission time there are Human Subjects issues that must
be addressed in the Human Subjects Research Section of
the Research Design and Methods section of the proposal.
